Apprenticeship planned increase to £29,071 per annum. Subject to successful completion of the apprenticeship and meeting the required competencies, you will have the opportunity to progress through the grade 6 Assistant Building Control Surveyor (RBI Class 1) from £29,542 to £32,046.

Work

Most of your apprenticeship is spent working. You’ll learn on the job by getting hands-on experience.

What you'll do at work

The Apprentice will carry out the following duties, with appropriate support and supervision:

  • Within scope of registration and under appropriate supervision you will administer the day-to-day control of building work within Cheshire West and Chester Council and examination of applications submitted for compliance with the technical requirements of the Building Regulations together with all statutory consultations with other council service areas and external agencies.
  • Within scope of registration and under appropriate supervision you will undertake all required site inspections and additional progress inspections that will be required; maintain accurate records of inspections, site visits and meetings on the council’s back office system; attend site/office meetings with developers, applicants and members of the general public on all relevant matters relating to building control.
  • Within scope of registration and under appropriate supervision you will undertake initial investigations of alleged breaches of Building Regulations and allied legislation, including the identification of contraventions and preventative measures to deal with them; assist with the preparation of evidence for legal proceedings and when necessary attendance of Court hearings, in accordance with the Corporate Enforcement Policy and statutory timescales.
  • Responsibility for The statutory control of dangerous buildings and structures during office hours including inspections, implementing emergency procedures, taking a lead role and liaising with the other emergency services, engaging contractors, working in hazardous and unpleasant environments and maintaining a site presence until the danger is removed, resulting in safe compliant buildings.
  • Following a period of training, to assess applications for demolition under s80-81 of the Building Act 1984 and to issue demolition counter notices.
  • You will be required to develop the skills, knowledge and experience to allow you to successfully attain class 2A registration with the Building Safety Regulator.
  • Within scope of registration and under appropriate supervision you will assist with building regulation applications relating to new build domestic developments and alterations to convert premises into dwellings to guide customers in understanding building control processes and requirements resulting in a customer-focused service.
  • Liaise and communicate with all professional and non professional stakeholders to help provide a clear understanding of the legislative requirements of the building control functions and remove any negative impact on customers and the wider community.
  • To take a lead role in the administration of the Building Safety Levy for in scope new build housing developments.

We are seeking candidates with relevant experience within the built environment sector and/or a Level 4 qualification in Building Control Surveying, Building Surveying, Construction, Building Studies or a related discipline.

The postholder will be supported throughout the apprenticeship by their line manager, workplace mentors and training provider. Regular progress reviews will take place to support development and successful completion of the apprenticeship programme.

Candidates with relevant prior qualifications and/or industry experience may be eligible for a reduced apprenticeship duration through the recognition of prior learning process, subject to assessment by the training provider and awarding institution.

Where you'll work

Whilst this role supports agile working, it is a borough-based position. The successful candidate must be able to travel throughout Cheshire West and Chester for site inspections, meetings and training. Attendance at Council offices will be required as needed, and the role is undertaken during normal working hours, Monday to Friday.

What you'll learn

Course contents
  • Apply the principles contained within the Building Act, Statutory Framework and other associated legislation related to Building Regulations.
  • Undertake the administrative process of a Building Regulation application and use the data to ensure performance standards are met in compliance with relevant quality assurance standards.
  • Utilise the Building Regulations to evaluate plans, drawings, specifications and other documents submitted for building regulation approval for all types of building work to ensure appropriate decisions are issued on applications.
  • Identify and manage risks of health, safety and welfare in-line with legislation, hazards and safe systems of work.
  • Advise on the Building Regulation requirement in relation to sustainability and accessibility to achieve environmental and social objectives.
  • Utilise knowledge of construction technology to provide advice and guidance in connection with the design or construction of building projects.
  • Calculate charges for the building control function.
  • Utilise proficient Information Technology (IT) skills and have a good knowledge of relevant technologies, including Building information modelling (BIM).
  • Inspect building work in progress as may be necessary to ensure compliance with the Building Regulations.
  • Uphold high technical standards and best practice in building control in all aspects of building regulation compliance and its application to construction types and methods.
  • Communicate effectively and appropriately - both verbally and in writing - with people at all levels to achieve a compliant outcome.
  • Manage own time and tasks, communicate and negotiate effectively within a commercial environment.
  • Applies diplomacy, tact and persuasive skills when dealing with difficult situations while remaining impartial.

Training schedule

This apprenticeship provides an opportunity to gain practical experience within a progressive Local Authority while working towards the Level 6 Building Control Surveyor (Integrated Degree) Apprenticeship Standard. The role forms part of a career pathway, offering structured development and progression opportunities.

The successful candidate will undertake a combination of workplace learning, online study, formal apprenticeship training and off-the-job learning activities designed to develop the knowledge, skills and behaviours required of a Building Control Surveyor. Learning activities may include webinars, online resources, independent study, workplace training, mentoring, coaching and practical experience aligned to the apprenticeship standard.

Desirable qualifications

Higher Technical Qualification (Level 4) in:
