Work

What you'll do at work

Principal Accountabilities

  • Provide administrative support for the Council’s Learning and Development programme including liaison with internal and external facilitators, trainers and HR Advisors, room bookings, photocopying of training materials, preparation of presentations, feedback collated, and records kept.
  • Provide administrative support to the wider People team on diary management, the requisition and purchasing of goods and services, job evaluations, projects, Human Resources, learning and development and employee relations cases.
  • Work as a team to identify and implement improvements in service delivery and develop processes and procedures that promote self-service and are efficient, effective and customer friendly. Support the delivery of any training to staff relating to these improvements.
  • Support the implementation and delivery of a digital learning management system to meet the needs of Colchester City Council, Colchester Borough Homes, and our commercial companies, Colchester Commercial Holdings Ltd to enable accurate training records to be held for all staff which will feed into the wider Learning and Development workforce plan. 
  • Support the delivery of the Council’s Apprenticeship programme to enable us to attract applicants externally and support the development of internal staff and succession planning.
  • Provide administrative support with our Mentoring and Coaching scheme to ensure relevant training is undertaken and suitable matches are made. 
  • Provide project support on wider People projects as well as meeting facilitation support for the various People meetings including UNISON, Speak Up Now, Wellbeing Champions and employment relations meetings (disputes and conflict resolution including grievances, disciplinary hearings, capability, and ill-health capability hearings) to ensure accurate records are produced.
  • Support the planning and facilitation of Council wide events including Employee Celebration event, Long Service Awards, the Council’s recognition scheme and Wellbeing.  Working with our other Council Apprentices to lead the organisation and running of the annual National Apprenticeship Week event.
  • Be proactive and passionate about customer service and aim to deliver a quality service that is right first time and ensure that the services deliver in a way which always treats customers equally and is adaptive and sensitive to the needs of all customer groups.
  • Compliance with our data protection policies and procedures to ensure that personal data is handled in an appropriate manner – safely and securely and in accordance with agreed internal procedures and statutory responsibilities.

What you'll learn

Course contents
  • Identification of training/learning needs: Identify and analyse learning needs: establish team and individual capability and learning gaps, in line with organisational performance outcomes and to enable effective evaluation. This may include the needs of the staff impacted by the move to a net carbon zero economy by 2050 and the requirements for a just transition.
  • Identification of training/learning needs: Use sound questioning and active listening skills to understand requirements and establish root causes i.e. establishing that it really is a learning/training need, before developing L&D solutions.
  • Identification of training/learning needs: Consult with stakeholders to draw out relevant information and provide feedback to inform learning and training needs requirements.
  • Identification of training/learning needs: Use effective analytical skills to seek out and analyse information.
  • Identification of training/learning needs: Take ownership through to resolution, escalating complex situations as appropriate
  • Training/Learning design: Design, construct and structure training / learning resources to meet a variety of needs, which will include:
  • Training/Learning design: Research of delivery options and resources including digital / online / blended solutions (including identifying existing resources)
  • Training/Learning design: Planning programmes / sessions / modules
  • Training/Learning design: Selecting appropriate delivery methods
  • Training/Learning design: Designing creative, engaging, appropriate, and inclusive learning activities (could be e-learning, digital collaboration, group sessions, blended etc.)

  • Training/Learning delivery: Confidently engage all learners in structured learner-centered training, primarily of ‘content-driven’ training resources.
  • Training/Learning delivery: Plan, organise and prepare for a training/learning event/intervention in a timely fashion
  • Training/Learning delivery: Interact with learners of varying abilities, using a broad range of techniques and carefully planned and executed questioning techniques.
  • Training/Learning delivery: Facilitate and deliver learning in a face-to-face, blended and digital environment as appropriate.
  • Training/Learning delivery: Monitor a learner’s progress and deliver motivational and developmental feedback.
  • Training/Learning delivery: Manage participation, attitudes and behaviours to reach learning objectives.

  • Evaluation: Build evaluation mechanisms for learning outcomes including the use of quantitative and qualitative feedback where appropriate.
  • Evaluation: Apply techniques to analyse the impact of training from learners’ experience.
  • Communication and Interpersonal: Communicate and influence through a range of media e.g. phone, face-to-face, email, online / virtual, adapting their style to their audience.
  • Communication and Interpersonal: Build trust and sound relationships with customers/learners/colleagues.

Training schedule

You will achieve your Learning and Development Practitioner, Level 3.
A 100% tailored training and assessment program will be delivered to support you throughout your apprenticeship, (18-20 months including endpoint assessment) topics covered include:

Requirements

Essential qualifications

GCSE in:

Maths and English (grade 4/C or above)

Desirable qualifications

A Level in:

Other requirements

The role will require the applicant to attend careers events at schools, colleges and universities which may be in the evenings. We are a very small and very busy team. The ability to multi-task is crucial as well as the ability to prioritise. Being able to change from one job to another at short notice.
